I work as a political reports specialist, and the end of December is when MANY PACS and politicians give to candidates and causes. Many (like some of my clients) give at the same time at the end of the year. It isn't really anything devious, it's simply the time the organizations want to dole out before the end of the year. It helps with their fundraising totals to say "Hey look, we have $xxx amount in the bank!" and sound impressive until they give almost all of it away.
